I've been trying to run the DSA, but it just says...

There's nothing in the FAQs which seems relevant. I've tried uninstalling and reinstalling DSA, with no change. Is there an error log file somewhere?
I'm running Windows 10 1809 on an HP Tower system. The same result occurs in Chrome (version 69), Edge and Firefox (version 62). IE simply leaves spinning icon running indefinite;y.
